Compiling a system whose root class has a formal generic parameter
causes the compiler to correctly report the VSRC violation.  Removing
the formal generic parameter from the root class and resuming
compilation causes an exception trace.

Discovered in Prerelease 93.04.21.
Fixed in Prerelease 93.05.17.
