The Routine rule on page 113 of ETL states that a routine whose
Routine_body is External or Deferred may not have a Local_declarations
part or a Rescue part.  This validity constraint is still not
enforced.  Prerelease 92.12.08.

Still not fixed in prerelease 93.02.17.
