The Local Entity rule (page 115 of ETL) states that no formal
argument of a routine can have the same identifier as a local
entity of that routine.  But es3 still does not enforce
this validity constraint.  Prerelease 92.12.08.

Still not fixed in prerelease 93.02.17.
