A multi-branch instruction lists an inspect "constant" which is
actually a local variable.  The compiler should report a VOMB(2) error
but it instead reports VEEN (unknown identifier) on the local entity
which is non-constant and/or of the wrong type.

Discovered in Release 3.2.3b.
