A class that has an assignment of a manifest INTEGER constant whose
value is the minimum value for an INTEGER (-2147483648) is rejected by
the compiler as a VJAR error.  Similarly for INTEGER_8, and INTEGER_16
(INTEGER_64 works correctly).

Discovered in release 5.4.0403.
